Analyzing calls for tender

The situation is rather disparate on my arrival. Several people are examining simultaneously the government issues . The sales managers, branch managers and several people at head office.

The very vast spectrum of competence's of SONO.gif (1266 bytes) does not arrange anything. Few people know the whole of these skills. Moreover for those which already read the prose of the call to tender writers,   it is not obvious to determine what really hides under the used terminology .

During the holidays, in August, surprisingly, there is an exceptional quantity of public issues. Is it intentionally? More over those call to tender, published when half of France is on the beach, have a dramatically short delay for submitting .

It is clear that to face a such situation it is impossible to obtain the necessary reactivity  in order to face the huge volume of input documents.

We have thus to study a tool allowing to automate the identification of the call for tender which concern us.

OMP Company  refers in Europe. They are storingdatabasis of 592 (!) Official Paper only in France and idem for whole Europe. European Commission order them specific application dedicated to the European call for tender.

The main database includes all the officials calls for tender plus the very interesting allocations of market as. It exists only one subdivision for the Tenders concerning the real estate market.

You can go on their embryonic site WEB http://www.omp.fr which does not give an image representative of the quality of the rendered services.

Indeed OMP, starting from its central database, implements search engine with concept management.

following way : seeking all about "safe sex". The management of concept
enables you to keep the semantic concept "safe sex". Therefore will
not go up answers of the type "safeguard" or "safebreacker".

The  OMP's salesman advises you in the identification of  key words met on the Official Publications which concern your activity. Several constraints:

  1. to know the Call for tender's terminology deeply
  2. exhaustively to knowing company's job, its projects...
  3. check conscientiously those keywords went up ALL the call for tender  which interests the company
  4. Too many criteria = gone up inopportune of answers without interest = NOISE.

Then a series of tests is carried out starting from samples of the previous months to validate the relevance results. In our case the adjustment was made in a regressive way to decrease the noise. All the calls identified in the past correctly went up. More those which we had forgotten...

The results are sent by Fax or email. The results are envisaged to be delivered on Web in an immediate future. But if I judge some by the technical state of their Web site, it is not for tomorrow!

Pricing is done in a number of card (a card can contain about fifteen criteria). It is possible to send results according to different criteria to all your agencies or subsidiary companies. I here will not give you a price for your specific needs but say that the subscription of first level must hold between 10 and 20kf per annum.

Exploitation

Once the designated supplier, the first measurement was to formalize a team charged to strip the returns of the OMP then to transmit them to the concerned people .

A gold mine if it is indexed and exploited. Relations between my various bases (Contacts, suppliers,sales force, engineers, exhibitions, customers, prospective customers, competitors, letter of allotment, etc) are done by the name of the company, so that when one makes a request by the name of the XYZ company, one sees going up all its history, if it makes exhibitions, the calls for tender which it has to gain, those for which one was in competition.
